SARAH LABOWITZ

Sarah Labowitz is a policy expert and documentary film producer. She's spent her career working to expand civil liberties and human rights from within federal and local government, as a researcher and lecturer at a business school, and at the ACLU of Texas as the statewide policy & advocacy director.
Her first documentary film, TEXAS, USA was released in fall 2023. In April 2023, she joined the Carnegie Endowment for International Peace as a nonresident scholar, where she researches and writes about disasters as both looming shocks and windows for climate adaptation. She publishes the Disaster Dollar Database at Carnegie.
Throughout her career, Sarah has tackled issues ranging from labor rights in the global supply chain, to human rights and national security in the aftermath of the Arab Spring, to voting rights in Texas. She lives in Houston.
